Operations Research Analyst (2024)

This position is part of the Office of Energy Efficiency and Renewable Energy – Headquarters, Department of Energy. As an Operations Research Analyst, you will be performing research and analyzing large projects pertaining to and/or related to the energy sector or an energy sub-sector, scientific research, and national security.

Duties

As an Operations Research Analyst, you will:

  • Utilize knowledge-based parametric modelling and analytical, statistical, or mathematical computations, identifies specific research areas that merit investigation, develops new hypotheses and approaches for analyses and evaluates the feasibility of such endeavors.
  • Develop reliable methods and strategies to merge and reconcile disparate data, and assures results reflect real world environments.
  • Evaluate the impact of new technologies, systems and policies, and of applying analytical techniques in innovative ways, to generate ideas and recommend ways to enhance the effectiveness of techniques and scenarios used in current and future projects.
  • Select appropriate research methods for use in quality control analysis to ensure the reliability and consistency of the research while validating its sources and accuracy.
  • Serve as a project leader, assuming responsibility for project planning, coordinating overall team efforts, and maintaining appropriate lines of communication.
  • Present results to the scientific community at professional meetings and conferences.

Qualifications

In order to qualify, you must meet both the basic requirement and specialized experience described below.

BASIC REQUIREMENT: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Developing methods and strategies to merge and reconcile disparate data.
  2. Negotiating financial assistance awards with knowledge of financial assistance and hydrogen and fuel cell technologies.
  3. Processing, analyzing, and communicating information related to financial assistance and hydrogen and fuel cell technologies.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Analyzing and evaluating methods and strategies of merging and reconciling disparate data to make improvements on the processes of merit reviews and competitive solicitations.
  2. Negotiating financial assistance awards with a strong understanding of financial assistance regulations, and strong knowledge of hydrogen and fuel cell technologies to negotiate work scopes and budgets.
  3. Experience in managing processes, conducting analyses, and communicating information related to hydrogen and fuel cell technologies to technical and non-technical audiences.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
